What you get

What the Portugal tax services cover.

Most Portugal tax problems come from sorting residency, regime status, and cross-border income too late. We organize the facts early, route you to the right service, and hand a clean file to a licensed tax adviser.

01

Residency and regime map

Your resident or non-resident position, and whether grandfathered NHR or the IFICI incentive could realistically apply, mapped before any filing.

02

The right services, scoped

Which of NIF setup, annual IRS filing, NHR or IFICI status, and US-Portugal coordination you actually need, instead of paying for all of them.

03

Evidence organized

Income inventory across categories, double-tax-treaty questions, and the supporting documents packaged for adviser review.

04

Licensed-adviser handoff

A clean file delivered to a Portuguese tax adviser or certified accountant (contabilista certificado) who reviews the position, advises, and files.

Coordinated

One entry point, the right specialists

Instead of guessing which tax service you need, you get one review that routes you to NIF setup, IRS filing, NHR or IFICI, or US-Portugal coordination, then to the licensed adviser who owns the advice.

Regime

NHR is closed; IFICI is narrower

Portugal's classic NHR regime closed to most new arrivals from 1 January 2024, with grandfathering for earlier qualifiers. The successor, IFICI, is role-based and does not give the foreign-pension break NHR did.

Cross-border

Americans keep filing in the US

US citizens and green-card holders file US returns on worldwide income wherever they live. We coordinate both the US and Portuguese sides with the right professionals.

Boundary

Advice stays with licensed specialists

Movingto coordinates the case path. The tax position, the advice, and the filings stay with a licensed Portuguese tax adviser, and with a US tax professional where relevant.

Who this fits

Why start with Movingto for Portugal tax?

The valuable work is deciding what you actually need: the residency position, whether a special regime applies, which filings are due, and getting a clean file to the right licensed professional before deadlines bite.

Good fit for

  • Expats arriving who want their Portuguese tax set up correctly from year one
  • People unsure whether grandfathered NHR or IFICI could apply to them
  • US citizens and green-card holders who need both US and Portuguese tax coordinated
  • Clients who already set up a NIF and now need annual filing and regime checks
  • Households with foreign pension, rental, or investment income and treaty questions

Not the right fit for

  • Anyone wanting tax advice or a tax opinion directly from Movingto
  • Clients needing bookkeeping, VAT, payroll, or company accounting
  • People who already work with a full-service Portuguese accountant
  • Anyone seeking refund, savings, or tax-outcome guarantees

Service scope

What Movingto coordinates, and what the tax adviser decides.

You get a managed path and a clean evidence package across your Portuguese tax needs. The tax position, the advice, and every filing stay with a licensed Portuguese tax adviser, and a US professional where relevant.

How it works

From a tax question to the right specialist.

Common questions

Questions before you engage.

What do Movingto's Portugal tax services include?

A coordinated entry point: residency and regime triage, routing to the right service (NIF setup, annual IRS filing, NHR or IFICI status, or US-Portugal coordination), evidence organization, deadline management, and a packaged handoff. A licensed Portuguese tax adviser owns the advice and the filing.

Is NHR still available to new arrivals?

No. Portugal's classic Non-Habitual Resident regime closed to most new arrivals from 1 January 2024 under Law 82/2023, with transitional grandfathering for people who qualified before the cut-off. The successor is IFICI. An adviser confirms whether either applies to you.

What is IFICI?

IFICI, the Incentivo Fiscal a Investigacao Cientifica e Inovacao (informally 'NHR 2.0'), is the successor incentive introduced by the 2024 State Budget and regulated by Portaria 352/2024. It offers a 20% flat rate on eligible Portuguese employment or self-employment income and exemptions on certain foreign income, but eligibility is narrow and role-based, and it does not give the foreign-pension break NHR did.

I'm American. Do I still file US taxes in Portugal?

Yes. US citizens and green-card holders file US federal returns on worldwide income regardless of where they live. Portuguese residence does not remove the US obligation. The US-Portugal tax coordination service handles both sides with the right professionals.

Does Movingto give tax advice?

No. Movingto coordinates the case path and prepares a clean file. Tax advice, the tax position, and the filing are owned by a licensed Portuguese tax adviser or certified accountant, and a US tax professional where relevant.

When is the Portuguese IRS return due?

The annual Modelo 3 IRS return covers the prior calendar year and is filed online through the Portal das Financas between 1 April and 30 June. For 2025 income, the window runs 1 April to 30 June 2026.
